Kansas ADAPT Celebrates Freedom Day 2003
On February 17, 2003; Kansas ADAPT celebrated Freedom Day 2003 with a rally
at the Kansas Statehouse. A large crowd filled the first floor of the
Statehouse rotunda to listen to remarks by leadership from the state
legislature, Social and Rehabilitation Services (SRS) Secretary Schalansky
and disability rights advocates.
Following the rally members of the crowd dispersed to visit with their
various legislative repersentatives. They asked them to support the
Governor's FY 04 budget and to restore sufficient funds to the FY 03 budget
to reduce the waiting lists for Home and Community Based Services (HCBS) so
that people are not forced out of their own homes into a nursing home. They
also asked legislators to support the policy of letting long-term care
dollars "follow the person", which means that when a person in a nursing
home or other institution chooses to leave that facility, the funds
necessary to support them in the community are transferred from the
institutional care budget to the HCBS budget.
